Builders harassing us, says Cancer patients

Saga of mismanagement of Arunachal Bhavan, Mumbai continues

ITANAGAR, Aug 3:  A group of cancer patients who are staying in Arunachal Bhavan, Navi Mumbai said that they are being harassed by the greedy builders of the Bhavan.

Those patients are undergoing treatment at Tata Memorial Hospital, Mumbai.  

In a letter to Prime Minister, the patients sought his intervention to bail out the  property from grip of private builder.

 The patients claimed that after Chief Minister Pema Khandu's assurance to solve the problems being faced by the patients and visitors during his visit to Bhavan last year, the builder started construction, narrowing all open space including the corridor of eight rooms that is allotted to Arunachal Pradesh.  

It further claimed that builder has disconnected TVs and AC connection to the rooms allotted to GoAP making it difficult for the patients.

"Sometimes, they stop us from cooking food in daytime and restricts  our  movement on corridor'' they claimed. The cancer patients threatened to sit in hunger strike if government fails to address the issue.

The problem of the cancer patients staying in Arunachal Bhavan is not new as they have been at the receiving end because of mishandling of laid down terms and conditions by the Arunachal Pradesh Industrial Development and Financial Cooperation Limited, who has been assigned the responsibility of looking after the building.

In 1994, the CIDCO had allotted plot measuring 2331sq.mtrs at Sector 30A, Vashi Navi Mumbai to the Govt of Arunachal Pradesh for construction of the state guest house cum sales emporium. After three years, a lease agreement was executed between CIDCO and Directorate of Industries on 1 Aug 1997. Later, responsibility to develop the infrastructure was handed over to Arunachal Pradesh Industrial Development and Financial Cooperation Limited on 18 April 2006.

The plot was leased out to M/S US Roofs Ltd; a Mumbai based private developer by the govt of Arunachal in violation of the agreement with the CIDCO. The agreement bars transferring or assigning rights or using the plot for any other purpose, according to available documents.

Over the years, the successive governments had failed to develop the infrastructure at the plot but when it did start the process, it was not devoid of controversy as the state government floated a NIT inviting private builders.

Accordingly, work was awarded to M/S US Roofs Ltd, a private construction company by the Dorjee Khandu led government allegedly on payment of non refundable upfront money.

Subsequently, the nodal department APIDFC Ltd entered a 60 years lease agreement with M/S US Roofs Ltd on October 12th 2007, on the conditions that the developer will provide eight rooms including office and emporium to state government and also pay Rs.10 crores non-refundable upfront money within 15 days. The US Roof developed the multi-storied building and rented out one third of its space to Kalyan Jewellers.

 

 

Largest ISBT in NE ready for inauguration

ITANAGAR, Aug 3: Come August 12, the much awaited inter-state bus terminal (ISBT) will start operation with formal inauguration by Chief Minister Pema Khandu. Located at Lekhi village, Naharlagun, it is touted to be the largest ISBT in whole NE region and is spread in an area of 86460 square feet.

Constructed by Urban Development (UD) department,  the project costs Rs 2039 Lakh.

In a first of its kind, the ISBT will have facilities like enclosed areas for breast feeding mothers and special rooms for differently-abled people.

"There is separate counter for private and government buses. We have also made counter for local taxi/trekker. Besides, there will be restaurant, food court, two ATM counters, newspaper/magazine shop, separate toilet facilities for ladies and gents," informed assistant urban programme officer (AUPO) Yumlam Aam.

There will be separate lane and parking space for intracity and intercity and inter district vehicles. The ISBT will also have tourist lodge and tourism information centre. "We have constructed 5 rooms fitted with modern facilities which will function as tourist lodge. Besides, a dormitory room along with office for tourist information officer have been constructed," informed AUPO.

The ISBT will also have a police post.

Once operationalized, the ISBT is expected to considerably ease traffic congestion in capital complex as most of the inter-district and intercity buses will operate from it and will not be allowed to enter Itanagar.

Further, the department have kept sufficient land for future expansion and green space has been developed in order to beautify the ISBT.

A dedicated team of officials from UD department led by deputy director Tayar Tache and  Urban Programme Officer Hillang Taju and AUPO Yumlam Aam has put in considerably effort to ensure early completion of the much delayed project.

After inauguration, the ISBT will be handed over to Arunachal Pradesh State Transport Service.

The majestic looking ISBT is a pride for the development starved people of Arunachal and hopefully transport department will properly maintain it in years to come.

 

 

DUDA succumbs to pressure, clears riverside garbage

ROING, Aug 3: Succumbing to the pressure mounted by All Idu Mishmi Students Union (AIMSU), the District Urban Development Agency (DUDA) on Thursday finally cleared the heaps of garbage at Eze riverside.

AIMSU General Secretary Eha Mili approached the department to start the clearing process as reckless dumping of garbage had created an unhygienic atmosphere in the township.

"It was shocking to see so much of garbage piled up here. It is a very irresponsible act on part of the department responsible to manage the town's garbage," said Mili, who was monitoring the clearing process to ensure that all the garbage have been cleared properly.

The AIMSU had made it mandatory for all the shopkeepers to keep a dustbin in their respective shop for easy garbage collection by the concern department.

 

 

 

RGUSU demands e-tendering, blames contractors and engineers for poor work

Itanagar, Aug 3: The Rajiv Gandhi University Students' Union (RGUSU) has demanded e-Tendering or open tender for all the projects costing above Rs 25 lakhs in the University.

A committee of strict and honest officials may be constituted immediately to find out the modalities for starting the honest approach of govt works, the university students said while demanding strict actions against the engineers and contractors for corrupt practices.

In a memorandum to the Governor, P B Acharya, who is the Rector of the University, Union questioned why the University is not implementing works through e-Tendering which would enable competitive and global participation paving way for execution of quality work.

It expressed its concern regarding the poor quality of work being executed by the local contractors of Doimukh while adding that Engineering Wing of the University has failed to bring out quality works in construction. It further said that contract works in RGU are executed without floating any tender, which is a blatant violations of established Govt rules in matters of work execution.

Flouting CPWD norms, work orders are illogically awarded to the local people of Doimukh on rotation basis; based on the contractors list submitted to the Executive Engineer, RGU development branch.

As a result, those who have no experience of constructing even a dustbin are executing works amounting to several crores, the students said.

The quality is compromised so badly that even the newly constructed buildings are damaged with one problem or other informing that rain water has begun seeping inside the rooms of newly constructed Mass communication, Panyor Halls of Residence, Yomgo Halls of Residence, Physics Department, and Social Science Department.

It asked whether the University authority is waiting for casualty to take place before acting on these problems.

Almost all of the buildings, from toilet to a dustbin made by these local contractors have several flaws. The plaster of walls are have cracks, the distemper painted on the external walls are coming off, roof and walls are cracked and there is structural damage everywhere which might someday lead to the collapse of the building, leading to ugly consequences, it said.

It further said that Engineers headed by Executive Engineer have no knowledge regarding quality buildings.  

Engineers when questioned about the cracks justifies saying that it is due to the poor condition of soil in Rono hills despite the fact that none of the buildings constructed by the CPWD, including T-IV residential buildings at D-sector has any cracks.

The RGUSU said that it met the Governor regarding the issue.

 

 

Governor urges people to promote equality

ITANAGAR, Aug 3: The Governor of Arunachal Pradesh PB Acharya presided over the second meeting of State Level Nagrik Bhaichara Samiti at Raj Bhavan on Thursday. Principal Secretary Home Satya Gopal, Director General of Police Sandeep Goel, senior officers from Police Department and representatives from District Level Samities from the districts attended the meeting.

Speaking on the occasion, the Governor urged upon the members to promote spirit of fellowship and giving amongst the people. There must be more sense of amity amongst the tribal and non-tribal communities, he added.

 Governor appealed the members to create maximum awareness about Central and State Governments' schemes and programmes, particularly Jan Dhan Yojana and Rs.1 insurance.

Stating that education empowers people, the Governor exhorted the members to adopt schools.

Principal Secretary (Home) Satya Gopal called upon the members to act as force multipliers and create awareness on Central and State Governments' welfare schemes and programme. These schemes must reach to the targeted population and poorest of poor, he added.

Earlier, welcoming the members, Director General of Police informed that Nagrik Bhaichara Samitis have been formed in all the districts except in Dibang Valley District. The members, while sharing their views stressed on more cooperation between Police and public.

 

 

 

Dr Manju Darang becomes super specialist in plastic surgery

ITANAGAR, Aug 3: Dr Manju Darang of Mirem Village under East Siang District has become the first woman super specialist in plastic surgery from Arunachal Pradesh.

Dr Darang did her Super specialty in plastic surgery from Guwahati Medical  College, (GMC) and has served as senior resident at NEIGRHIMS, Shillong.

Daughter of Tamat Darang and Yami Darang, she did her MBBS and PG in Surgery from Regional Institute of Medical Sciences, Imphal.

Before she embarked on her medical studies, Dr Darang did her schooling from Govt. Middle School Mirem, Govt. Higher Secondary School Bilat, and IGJ Govt. Higher Secondary School, Pasighat.

 

 

 

Arunachal pays tribute to IAF officers, acknowledges heroic deed

TEZPUR, Aug 3: Arunachal Pradesh on Thursday formally acknowledged the heroic deed of the IAF personnel and paid glowing tribute to Wing Commander Mandeep Singh Dhillon, Flight Lieutenant Pramod Kumar Singh and Sergeant Rajendra Yashwant Gujjar, who sacrificed their lives while on a rescue mission to evacuate stranded people in the state due to floods and landslides on July 4 last.

In an emotional event held at the Air Force Station here, Minister, Bamang Felix conveyed the gratitude of the state government hea-ded by Chief Minister Pema Khandu and 14 lakh-strong people of the entire state to the great heroes of IAF.

Felix handed over a cheque of Rs 50 lakhs each to the next of kin of the          departed soldiers as announced by Chief Minister, Pema Khandu.

 The cheques were handed over to Air Officer Commanding (AoC), Air Commodore K V R Raju.

"The true sons of the soil were not deterred by inclement weather that came their way. They airlifted hundreds of stranded people of our state to safer locations before the tragedy struck. The survivors who were airlifted by these heroes are yet to overcome the shock while lamenting that they didn't even get the time to thank their saviours. People of Arunachal Pradesh will always remember them and be indebted forever," Felix said.  

He also expressed sincere gratitude to the Indian Air Force for time and again helping the state whenever approached.  "Without your support, mitigating the flood situation wouldn't have been possible. Thank you again," he added.

Air Commodore K V R Raju thanked the state government, particularly the Chief Minister, for personally conveying his gratitude to the IAF and paying rich tributes to the departed officers.

"Though the Hovering Angels will miss its three members, especially a Commanding Officer in Dhillon, but Hovering Angels will always be there for Arunachal Pradesh when the need be. That's a soldier's promise," he said.  

The three IAF personnel based at the Air Force Station, Tezpur, were members of the elite 'Hovering Angels'. Wing Commander Dhillon, in fact, was the Commanding Officer of Hovering Angels and one of the best pilots.

An IAF chopper (Advanced Light Helicopter) manned by the three aircrew was evacuating people from Sagalee in Arunachal Pradesh on the fateful day. After making five sorties to Naharlagun Helipad it was returning to base late afternoon when it went missing at about 3.50 pm. Two days later the wreckage of the chopper along with dead bodies was located near Hostalam village, about 30 kms from Itanagar.

 

 

 

Acharya, Pema meet

ITANAGAR, Aug 3: The Governor PB Acharya chaired a high-level meeting at Raj Bhavan with Chief Minister Pema Khandu on issues pertaining to overall development of the State.

Sharing his observations during the tour to Upper and Lower Subansiri, the Governor spoke about the deplorable conditions of schools in the interior parts of the State.

Formation of Rajya Sainik Board and revival of Red Cross Society in the State, issues related to blood donation, Puroik Autonomous Welfare Board, Health and Family Welfare and Education were discussed at length.

The Governor emphasized that Red Cross must be revived at the earliest.

The meeting was attended by Education Minister Honchun Ngamdam, Parliamentary Secretary (Sports) Nyamar Karbak, Chief Secretary Shakuntala D. Gamlin, Principal Secretary (Home) Satya Gopal.

 

 

 

State Govt signs MoU with NABCONS

ITANAGAR, Aug 3: Arunachal Pradesh  Govt and NABCONS  on Thursday signed a  Memorandum of Understanding  here for monitoring the projects funded under Border Area Development Programme (BADP) 2016-17.

NABCONS will be monitoring a total of 204 projects of roads, bridges, micro hydel projects, Upper Siang, Dibang Valley, Lower Dibang Valley, Anjaw, Changlang, Tirap and Longding in order to ensure transparency in project implementation.

A detailed monitoring report will be submitted to  the state Govt for initiating necessary follow up action and corrective measures.

On behalf of state Govt, Secretary Planning, Dr. Joram Beda and Dr. Gyanendra Mani, General Manager, NABARD on behalf of NABCONS signed the MoU.

 

 

 

Voluntary blood donation camp by APU

ITANAGAR, Aug 03: Apex Professional University (APU) in association with B Pertin General Hospital, Pasighat organized a voluntary blood donation camp on August 1 to commemorate its fourth foundation day.

Students, staff and faculty members took part in the blood donation camp.

Dr G. Jongkey , Blood Bank Officer, Department of Pathology and his support team conducted the camp under the overall supervision of the Project Director, Arunachal Pradesh, AIDS Control Society, Naharlagun.

Earlier in the day, founder and Chancellor of the University Acharya Dhanwaant Singh inaugurated the renovated Arts Block and School of Legal and Juridical Sciences of the University.

 

 

 

Make outcome of refugee meet public

ITANAGAR, Aug 3: Green Arunachal foundation (GAF) has said that the outcome of the meeting held on June 19 to discuss the Chakma-Hajong refugee issue chaired by the Chief Minister Pema Khandu and attended by the Union Minister of State for home Affairs Kiren Rijiju, political parties  and All Arunachal Pradesh Students' Union (AAPSU) should be made public. It said that closed door decision amou-nts to cheating the public.

Further, GAF drew the attention of the state government and the police on the security problems being faced by the denizens of the capital complex.

It is disturbing that no lead has till now been established about the murder of a girl at Lekhi village recently, the foundation said.

 

 

 

Army training

Chongkham, Aug  3: The Indian Army, Innao Camp of Chongkham Battalion under DAO Division has imparted pre-recruitment training to the local youths of Diyun circle in Changlang. The training was imparted under Operation Sadbhavna by the Army Youths Guidance Cell of Chongkham Battalion.

Seven youths who cleared all stages of tests were finally selected in the recently held Bomdila recruitment rally to join the Indian Army.

Earlier too in the Aalo rally, three local youths were selected and they are now undergoing training at BEG Centre, Roorkee in Uttar Pradesh.

 

 

 

Heavy vehicles barred from Suspension Bridge

YINGKIONG, Aug 03: Heavy vehicles have been prohibited from crossing the Bailey Suspension Bridge over Siang at Ditte-Dime (65 km).

The order has been issued by Upper Siang Deputy Commissioner Remo Kamki after BRTF had declared the bridge technically unsafe.

Vehicles carrying heavy loads will be diverted through Ditte-Dime Moying road.

Maintenance work of the bridge, which became weak due to years of wear and tear, is being taken up by the BRTF. DIPRO

 

 

 

Siang DA visit Bogne village

ITANAGAR, Aug 3:  A team of officials led by Siang Deputy Commissioner Rahul Singh visited Bogne village chosen to develop as model village under BADP.

The team comprising Departmental Heads made a thorough assessment of the various existing facilities available in the village.

The team inspected the medical Sub-Centre, the Upper Primary School and the suspension bridge.

Observing that many WRC fields and few houses built in close proximity to the river were submerged by rain-fed water, the Deputy Commissioner directed the EE (WRD) to prepare proposals for protection of crop fields as well as shifting and rebuilding of the houses near the river.

A public meeting was also held by the team with all the villagers and other stakeholders, in which it was decided that the BADP Model Village Fund would be utilised for renovation of school infrastructure and for providing proper electricity and water supply, toilet facilities in the Upper Primay School and Medical Sub-Centre.

Further, all the 28 households in the village without toilets would be covered under the Individual Household Latrine (IHH) Scheme of Swachh Bharat Mission. DIPRO

 

 

 

PMC submits proposal for recycling bio-waste project

PASIGHAT, Aug 3: Pasighat Municipal Council (PMC) has proposed a bio-waste recycling project for effective garbage management and creation of self-employment avenues.

A PMC official informed that it has proposed the bio-waste recycling project as per guideline of the Union ministry of Urban Development.

The PMC had already taken up vermicompost and pit compose projects in the urban area with an aim to minimize garbage generation and create self-employment avenues, said PMC Member Secretary, Tani Taloh.

It is worth mentioning that the urban body has installed galvanized PVC dustbins at every strategic location of the township for collection of garbage on daily basis under Swachh Bharat Mission. Presently, the PMC has four  sanitary trucks with a dozen of cycle-rickshaw for garbage disposal besides having a carcass van. It has appointed as many as 45 sanitary workers as casual labours, who have been assigned responsibility of checking out the accumulated garbage and domestic waste in all ten municipal wards.

Meanwhile, the PMC has also submitted project proposal under annual operation plan (AOP) for development activities like improvement of link roads with culverts and development of vendor markets at different wards especially at high region and GTC area. The proposal is awaiting financial sanction.

 

 

 

2 students remain untraced, parents lodges FIR against principal

PASIGHAT, Aug 3: Of the three students of JNV, Geku in Upper Siang district who had drowned in the confluence of Sikor and Siang river on the afternoon of July 26 last, two boys are yet to be recovered despite intensive search operation being launched by a team of NDRF.

Speaking about the intensive search operation, Kepang Erang Kebang (KEK) President, Todol Pertin, General Secretary, Anying Borang and member Advocate, Toning Pertin have informed that despite several efforts, the two are yet to be traced.

'One body was recovered recently from Jopong side of D. Ering Wildlife Sanctuary near Borguli village but the other two are yet to be located', said advocate Toning Pertin adding that the search operation will be called off soon.

Meanwhile, one of the parents, Amak Pertin has lodged an FIR against JNV Principal at Geku PS alleging negligence of school authority and has urged the police to take appropriate action against the school management. The parents have also alleged that the JNV,Geku which was established during 2005 still does not have proper boundary wall and is functioning from a temporary camp which is very pitiable.

 

 

 

Financial relief for Tadin fire victims

AALO, Aug 3:  A financial relief amounting to Rs.50 lakh was handed over to the fire victims of Tadin village by APEDA Chairman and Aalo East MLA Jarkar Gamlin on Thursday.

Major contributors were Chief Minister Pema Khandu (Rs.20 lakh), Union Minister of State for Home Affairs Kiren Rijiju (Rs.10 lakh) and MLA Gamlin (Rs. 3.7 lakh).

West Siang Unit of Galo Welfare Society President Dr. Nyage Geyi also handed over Rs. 58,100. The Departmental Heads also made some cash contribution. Clothes were distributed among the affected families by Galo Ane of Aalo.

Addressing a small gathering at fire incident site, Gamlin stressed on avoiding combustible house construction materials and keeping sufficient space between houses to contain such mishap in future. He also advised the villagers to keep space for entry of fire tender in every sector and colony.

He assured to look into construction of a RCC Community Dere for the village.

He informed the villagers that the Chief Minister was supposed to come but he could not due to inclement weather.

Gamlin appealed to all to come forward and help the affected people in this hour of crisis.

The DC assured to depute an administrative and police officer to prepare the lost documents.

The Indian Army is continuing its medical assistance in the village from the day one. The DMO also distributed medicated mosquito nets to the fire victims. DIPRO

 

 

 

Law should be applied equally to all: ACS

ITANAGAR, Aug 3: Arunachal Civil Society (ACS) Chairman Patey Tayum said that law should be applied equally to all irrespective of poor, rich or powerful.

It seems laws do not apply to rich and powerful in Capital Complex. It is for the poor and weaker sections only, the ACS Chairman said.

While numerous multi-storey buildings are being built illegally dismantling government quarters, many government quarters are still under illegal occupation despite government notification to vacate, he said.

He alleged that the administration was prompt in taking action against the small street vendors and meat sellers only and it cannot take any concrete action against the rich and powerful ones.

It is a pity on the part of the administration to remain a silent spectator to these illegalities, he said.

Today in capital complex one can see multi storey buildings built after dismantling the govt quarters alloted to govt servants but there's complete silence from the capital administration.

The ACS Chairman also said that applications of many ordinary people, who had applied for land allotment a decade ago, "are still under process."

He also termed the recent notification declaring the APCC bandh illegal as politically motivated.

"It was appalling to see the BJP workers escorting the Capital Deputy Commissioner and Police force to defy the bandh," he added.

 

 

 

'Rename APEX bank'

ITANAGAR, Aug 3: In a representation to the Chief Minister on Thursday, the Omkar Mission Arunachal Pradesh chairman Lokam Tassar has urged him to give necessary direction to the competent authority for renaming the Arunachal Pradesh State Cooperative Apex Bank Ltd. as 'Dorjee Khandu A.P. State Cooperative Apex Bank Ltd.' and erecting a marble statue of Lt. Dorjee Khandu in the Civil Secretariat Complex in Itanagar.

'Infrastructure development activities undertaken during the leadership of Lt. Dorjee Khandu as Chief Minister has left remarkable milestones for the state which should not be ignored', Tassar said.

 

 

 

ITWs seek fulfilment of demands

ITANAGAR, Aug 3:    In a memorandum to the state Chief Secretary, the Itanagar Traffic Warden (ITW) has on Thursday appealed to the state government to look into their genuine grievances and fulfill their demands at the earliest.

'Despite submission of memorandum to the GoAP, 13 times, the ITWs have not been absorbed into the Home department', the ITWs claimed adding that they will not stop fighting for their legitimate rights.  

 

 

 

APCC mourns Santosh Mohan Dev’s death

ITANAGAR, Aug 3: Arunachal Pradesh Congress Committee (APCC) has deeply mourned the demise of veteran Congress leader and former Union Minister Santosh Mohan Dev, who breathed his last on Aug 2 at Silchar in Assam after prolonged illness.

Recalling the former Union Minister as a popular vibrant leader, a true Congress loyalist and a man of discipline and simplicity, who made immense contribution for all round development and welfare of the people and the Congress party, the APCC stated that he would always be remembered for his immense contribution to people and the party.

Earlier, rank and file of the APCC observed two minutes silence as a mark of respect to the departed soul and declared that the party flag will fly half mast for two days in the party offices.

 

 

 

DK Memorial Badminton deferred by a day

ITANAGAR, Aug 3: The 5th Dorjee Khandu Memorial State Open Badminton Championship-2017 scheduled to be held from August 9 to 12 has been deferred by one day due to unavoidable circumstance and rescheduled from August 10 to 13.

The decision was taken in an executive body meeting of Arunachal Pradesh State Badminton Association on Thursday.

Accordingly, the Grade-II State Umpires Examination-2017 would be held from August 8 to 10 instead of August 7 and 8.

The matches will be played at Raj Bhawan and MLA Cottage Badminton courts.

 

 

 

PRIs attend training prog

YINGKIONG, Aug 3:  Zilla Parishad Members, Anchal Samiti Member chairperson and progressive farmers in large number attended a day-long training organized by Horticulture department on the new concept of HORTNET, Mandatory online farmer's registration and implementation of Horticulture schemes under Direct Benefit Transfer (DBT) at DC's conference Hall, here on Thursday.

Upper Siang Deputy Commissioner, Remo Kamki directed the District Horticulture Officer, Balo Apum to depute HFAs for mobilization of people in the village for registration of progressive farmers. He also informed them about the Chief Minister's recently launched three schemes. He stressed on the need for registration of the farmers on HORTNET so that they can avail the horticulture related schemes. He further briefed them about guidelines for implementation of DBT & HORTNET.

Relief items distributed to fire victims

YINGKIONG, Aug 3: Relief items were distributed to the fire victims of Sumsing village by members of Seva Bharati and Rastriya Swayam Savak Sangh (RSS), Geku Unit, here on Wednesday last.

Upper Siang, Seva Bharati Secretary, Gebuk Burang and Oyem Panyang of RSS also interacted with the fire victims. They also inspected the recently constructed Individual Household Latrine under Swachh Bharati Mission-Gramin, six of which were damaged in the fire. (DIPRO)

ITANAGAR, Aug 3: A Group of organisations-Arunachal Pradesh Abo-Tani Clans Youth Organization  (APATCYO), Aruna-chal Pradesh College Forum (APCF), City Students' Union (CSU), Arunachal Pradesh Tribal People's Forum (APTPF), Galo Youth Organisation(GYO) and All Abo Tani Clans Students Union (AACSU) demanded the  Chief Secretary to constitute Abo-Tani Autonomous Council in the state.  Claiming that the Tani clan inhabited areas are being deprived by successive governments in terms of infrastructural development, the organisations demanded for an autonomous council for wellbeing of the Abo-Tani clan in the state.

Further, the organisation raised Tibetan refugee  issue claiming that many Tibetan refugees are indulging in illegal trafficking of animals and other produces taking advantage of state government' negligence; it also asked the government to survey the illegal refugees.

The organisations also questioned the state government for cancellation of examination to recruit Junior Engineers in RWD. It stated that cancellation of examination has demoralized the hard working JE aspirants.

The organisations asked the government to fulfil its demands at the earliest.

 

 

 

Farmers trained on pest and disease management

ITANAGAR, Aug 3: Krishi Vigyan Kendra (KVK), Anjaw trained the farmers of its adopted village Tafraliang on management of pest and diseases that affects Large Cardamom.

The Subject Matter Specialist in Plant Protection detailed the farmers about integrated pest and integrated disease management practices. The SMS, however, advised the farmers to adopt preventive measures, like selection of disease free planting materials, proper site selection and control of viral vector.

Altogether 30 farmers including rural youth and women participated in the training programme.

KVK Tawang also conducted similar programme for the farmers at Khinmey village.

Apart from management of pest and diseases in crops, the farmers were also imparted knowledge on value addition of plum.

The SMS in Home Science demonstrated how to prepare jam from plum.

 

 

 

Hundreds benefit from med camp

ITANAGAR, Aug 3: A total of 104 people benefitted from a Lower Subansiri District Health Society conducted mobile medical unit MMU camp at Ambam village under PHC Pistana on Wednesday last.  

During the camp, a team of medical officers comprising of DFWO, Dr. Derin Likar, PHC Pistana MO, Dr. Hage Tado, Yachuli MO Dr. Tana Tath and other medical staff conducted general check up and carried out tests. Four children were also immunized.

Earlier, a meeting was held under the chairmanship of Ambam ASM, Likha Nan  at Middle School, Ambam to create awareness on MCH (Mother and Child Health) among the villagers.

 

 

 

Swachhata prog

PASIGHAT, Aug 3: The Nehru Yuva Kendra, Pasighat has  conducted Swachhata programme at Gandhi Chowk, D. Ering tri-junction, D. Ering School area, Bakin Pertin Memorial General Hospital, APST Bus station, Ayush Hospital, College of Horticulture gate area  on  the third day of the Swachhata Pakwada (fortnight).

The Swachhata Pakwada was kick started by Tapun Taki, District Youth Coordinator, Nehru Yuva Kendra, Pasighat on August 1. It will come to end on the Independence day.

Give more autonomy

Politics is heating up over raid of IT department at multiple premises linked to Karnataka Energy Minister D K Shivakumar and his associates in connection with a case of alleged tax evasion. Reportedly rupees 11 crore has been seized from the raid. The action of IT department seizing huge chunk of cash is appreciable. More such raid should be conducted against corrupt people whether they may be politician, businessmen, bureaucrats, etc. However the timing of raid has been questioned by the opposition parties. Majority of Congress MLAs from Gujarat is currently camping at Bangalore and is being personally looked after by Karnataka Energy Minister D K Shivakumar.

Opposition Congress alleged that ruling BJP is using IT department to target its leader. Parties like RJD have also accused ruling establishment of using agencies like CBI, IT department to harass its leaders. BJP has always prided itself for being different from Congress but day by day increasingly it is becoming like other side of Congress party. For years during its rule Congress used CBI and other agencies to target rival parties and its leader. Situation was so bad that opposition parties used to call CBI as Congress Bureau of Investigation. It is unfortunate that BJP is using same trick by unleashing CBI and other agencies on its rival. People's trust on these agencies will lose because of such incident. Govt of India should learn from US and free up bodies like CBI and IT department from the clutches of government. In US, agencies like FBI and department of homeland security functions independently.  Unless greater autonomy is given to bodies like CBI, IT department, etc they will never function independently and will not serve the purpose of their existence.

No to malpractices in recruitment process

Dear Editor,

Through Arunachal times, I would like to give two suggestions to our CM and Joint Core Committee (JCC) of various civil engineer organisations, to amicably resolve the RWD JE exam controversy:

CM should ask APPSC to conduct JE exam within 1 month by keeping recruitment process of all the other exams at standby mode.  This exam could be a turning point in the history of recruitment drive in Arunachal. If this exam is conducted within one month, JCC's demand could be fulfilled and future of recruitment drive would be just and transparent. Meantime, aspirants of other exams and APPSC should make minor adjustment to bring transparency and accountability in the recruitment process.

Second option is, CM should ask APPSC to give one time age relaxation to all the JE aspirants. But this age relaxation should be given only for this exam and to those aspirants against who admit card was issued. This would give APPSC breathing space to conduct exam as per need of hour.

If above points are taken into account, the JE exam controversy can be amicably resolved. But it is matter of surprise that demands of JCC didn’t cover above points. They wanted only RWD to conduct the exam by giving some ridiculous reasons.

Therefore, I urge all not to fall for ridiculous demands of JCC and stay united to bring culture of transparency and accountability in the recruitment process.

Further members of JCC are requested to refrain from indulging in petty and shameful act.

Instead, they should demand above two points that I have suggested to CM and concentrate on their studies.

Meanwhile, I request all the "silent" unemployed youths to supports our CM in his bold decision to change the future of recruitment process in Arunachal. Silence of many aspirants may discourage our CM. It is time to stay united to defy any undemocratic movements of JCC and time to say no to malpractices in recruitment process.

Let the deserving candidates get jobs

Dear Editor,

Through your esteemed daily, we would like to express our grievances on the recent chaos created by JCC, AUCEC and AAPUEA which demanded re-conduct of the JE exam (RWD) as highlighted in your daily dated 01/08/2017.

Honestly, this demand is bringing much harm. We all know how corrupt practices are utilised when departments conducts any exams and we fear this demand is also entering the ever existing vicious cycle- the cycle of demanding to conduct exams by department and later protesting on the corruption, nepotism and other such mal practices involved in it.

It gives us much pain to see how the great think- tankers of these 'Associations' don't see the simple solution of demanding raise of the upper age limit.

Many aspiring candidates are not staying in and around Capital Complex and are busy taking coaching in cities like Delhi, Hyderabad, to name a few and such short notice of conducting exams within a week or so can trouble them as well.

We would like to ask these associations,  a question the other way round-

Where were they when the department released the JE advertisements in spite of knowing the cabinet decision of conducting such posts by APPSC?

Why didn’t they protest then?

We would also blame the govt which was not strict enough leading to such consequences.

We too are aspiring, desperate candidates for such posts and having been tortured by mal practices involved in the departmental exams for long time, we would like to request the associations to please let the APPSC conduct such exams since we see it as only our last hope of achieving something through our academic skills and talent and extend a helping hand to the government.

While it's also a request to the Arunachal Government to please look upon their demand and raise the upper age limit as has been mentioned and maintain full transparency, let the deserving candidates get the jobs.

Combined JE exam notification

Dear Editor,

Through the column of your esteem daily, I would like to draw the kind attention of the APPSC to issue junior engineer (JE) exam notification at the earliest as our young and dynamic CM has already instructed JE exam to be conducted through APPSC.

APPSC should obtain all the JE vacancies from all engineering department, issue notification and conduct the exam at one go.

Aspirants should also have a little more patience as APPSC will conduct the entire JE exam of all engineering department at one go which will save time and energy, instead of appearing JE exam separately for different departments  which is time consuming and energy wasting.

Therefore, I request APPSC once again to issue JE exam notification at the earliest and conduct the exam soon.

Flimsy ground

Dear Editor,

Through your esteemed daily, I would like to appeal to Arunachal unemployed diploma civil engineers association not to oppose the govt's historic decision  of cancelling the RWD J.E exam and make a vested interest demand of its re-conduct on the pretext that some candidates will be over aged soon and won't be eligible for the fresh exam to be conducted by APPSC.

If over age is an issue for some candidates then make a demand for one time age relaxation in the upcoming APPSC J.E exam instead of demanding the re-conduct of the exam by RWD. Such a demand would be more logical and appropriate rather than opposing the historic decision on flimsy ground.

It’s as simple as that and there is nothing to create an issue out of non-issue.

By the way, these unemployed civil engineers associations would do well to remember that majority of candidates are happy with the CM's decision and should abstain from making any demand in the press just on the basis of few executive members' decision without taking into confidence all the unemployed engineer.
