Builders harassing us, says Cancer patients
Saga of mismanagement of Arunachal Bhavan, Mumbai continues

ITANAGAR, Aug 3: A group of cancer patients who are staying in Arunachal Bhavan, Navi Mumbai said that they are being harassed by the greedy builders of the Bhavan.
Those patients are undergoing treatment at Tata Memorial Hospital, Mumbai.
In a letter to Prime Minister, the patients sought his intervention to bail out the property from grip of private builder.
The patients claimed that after Chief Minister Pema Khandu's assurance to solve the problems being faced by the patients and visitors during his visit to Bhavan last year, the builder started construction, narrowing all open space including the corridor of eight rooms that is allotted to Arunachal Pradesh.
It further claimed that builder has disconnected TVs and AC connection to the rooms allotted to GoAP making it difficult for the patients.
"Sometimes, they stop us from cooking food in daytime and restricts our movement on corridor'' they claimed. The cancer patients threatened to sit in hunger strike if government fails to address the issue.
The problem of the cancer patients staying in Arunachal Bhavan is not new as they have been at the receiving end because of mishandling of laid down terms and conditions by the Arunachal Pradesh Industrial Development and Financial Cooperation Limited, who has been assigned the responsibility of looking after the building.
In 1994, the CIDCO had allotted plot measuring 2331sq.mtrs at Sector 30A, Vashi Navi Mumbai to the Govt of Arunachal Pradesh for construction of the state guest house cum sales emporium. After three years, a lease agreement was executed between CIDCO and Directorate of Industries on 1 Aug 1997. Later, responsibility to develop the infrastructure was handed over to Arunachal Pradesh Industrial Development and Financial Cooperation Limited on 18 April 2006.
The plot was leased out to M/S US Roofs Ltd; a Mumbai based private developer by the govt of Arunachal in violation of the agreement with the CIDCO. The agreement bars transferring or assigning rights or using the plot for any other purpose, according to available documents.
Over the years, the successive governments had failed to develop the infrastructure at the plot but when it did start the process, it was not devoid of controversy as the state government floated a NIT inviting private builders.
Accordingly, work was awarded to M/S US Roofs Ltd, a private construction company by the Dorjee Khandu led government allegedly on payment of non refundable upfront money.

with M/S US Roofs Ltd on October 12th 2007, on the conditions that the developer
will provide eight rooms including office and emporium to state government and also

Besides, a dormitory room along with office for tourist information officer have been constructed," informed AUPO.

A dedicated team of officials from UD department led by deputy director Tayar Tache and Urban Programme Officer Hillang Taju and AUPO Yumlam Aam has put in considerably effort to ensure early completion of the much delayed project.
After inauguration, the ISBT will be handed over to Arunachal Pradesh State Transport Service.
The majestic looking ISBT is a pride for the development starved people of Arunachal and hopefully transport department will properly maintain it in years to come.
DUDA succumbs to pressure, clears riverside garbage

ROING, Aug 3: Succumbing to the pressure mounted by All Idu Mishmi Students Union (AIMSU), the District Urban Development Agency (DUDA) on Thursday finally cleared the heaps of garbage at Eze riverside.
AIMSU General Secretary Eha Mili approached the department to start the clearing process as reckless dumping of garbage had created an unhygienic atmosphere in the township.
"It was shocking to see so much of garbage piled up here. It is a very irresponsible act on part of the department responsible to manage the town's garbage," said Mili, who was monitoring the clearing process to ensure that all the garbage have been cleared properly.
The AIMSU had made it mandatory for all the shopkeepers to keep a dustbin in their respective shop for easy garbage collection by the concern department.

Flouting CPWD norms, work orders are illogically awarded to the local people of Doimukh on rotation basis; based on the contractors list submitted to the Executive Engineer, RGU development branch.
As a result, those who have no experience of constructing even a dustbin are executing works amounting to several crores, the students said.
The quality is compromised so badly that even the newly constructed buildings are damaged with one problem or other informing that rain water has begun seeping inside the rooms of newly constructed Mass communication, Panyor Halls of Residence, Yomgo Halls of Residence, Physics Department, and Social Science Department.
It asked whether the University authority is waiting for casualty to take place before acting on these problems.
Almost all of the buildings, from toilet to a dustbin made by these local contractors have several flaws. The plaster of walls are have cracks, the distemper painted on the external walls are coming off, roof and walls are cracked and there is structural damage everywhere which might someday lead to the collapse of the building, leading to ugly consequences, it said.

Dr Manju Darang becomes super specialist in plastic surgery

Dr Darang did her Super specialty in plastic surgery from Guwahati Medical College, (GMC) and has served as senior resident at NEIGRHIMS, Shillong.
Daughter of Tamat Darang and Yami Darang, she did her MBBS and PG in Surgery from Regional Institute of Medical Sciences, Imphal.
Before she embarked on her medical studies, Dr Darang did her schooling from Govt. Middle School Mirem, Govt. Higher Secondary School Bilat, and IGJ Govt. Higher Secondary School, Pasighat.
Arunachal pays tribute to IAF officers, acknowledges heroic deed
TEZPUR, Aug 3: Arunachal Pradesh on Thursday formally acknowledged the heroic deed of the IAF personnel and paid glowing tribute to Wing Commander Mandeep Singh Dhillon, Flight Lieutenant Pramod Kumar Singh and Sergeant Rajendra Yashwant Gujjar, who sacrificed their lives while on a rescue mission to evacuate stranded people in the state due to floods and landslides on July 4 last.

He also expressed sincere gratitude to the Indian Air Force for time and again helping the state whenever approached. "Without your support, mitigating the flood situation wouldn't have been possible. Thank you again," he added.
Air Commodore K V R Raju thanked the state government, particularly the Chief Minister, for personally conveying his gratitude to the IAF and paying rich tributes to the departed officers.
"Though the Hovering Angels will miss its three members, especially a Commanding Officer in Dhillon, but Hovering Angels will always be there for Arunachal Pradesh when the need be. That's a soldier's promise," he said.
The three IAF personnel based at the Air Force Station, Tezpur, were members of the elite 'Hovering Angels'. Wing Commander Dhillon, in fact, was the Commanding Officer of Hovering Angels and one of the best pilots.
An IAF chopper (Advanced Light Helicopter) manned by the three aircrew was evacuating people from Sagalee in Arunachal Pradesh on the fateful day. After making five sorties to Naharlagun Helipad it was returning to base late afternoon when it went missing at about 3.50 pm. Two days later the wreckage of the chopper along with dead bodies was located near Hostalam village, about 30 kms from Itanagar.

2 students remain untraced, parents lodges FIR against principal
PASIGHAT, Aug 3: Of the three students of JNV, Geku in Upper Siang district who had drowned in the confluence of Sikor and Siang river on the afternoon of July 26 last, two boys are yet to be recovered despite intensive search operation being launched by a team of NDRF.
Speaking about the intensive search operation, Kepang Erang Kebang (KEK) President, Todol Pertin, General Secretary, Anying Borang and member Advocate, Toning Pertin have informed that despite several efforts, the two are yet to be traced.
'One body was recovered recently from Jopong side of D. Ering Wildlife Sanctuary near Borguli village but the other two are yet to be located', said advocate Toning Pertin adding that the search operation will be called off soon.
Meanwhile, one of the parents, Amak Pertin has lodged an FIR against JNV Principal at Geku PS alleging negligence of school authority and has urged the police to take appropriate action against the school management. The parents have also alleged that the JNV,Geku which was established during 2005 still does not have proper boundary wall and is functioning from a temporary camp which is very pitiable.
Financial relief for Tadin fire victims
AALO, Aug 3: A financial relief amounting to Rs.50 lakh was handed over to the fire victims of Tadin village by APEDA Chairman and Aalo East MLA Jarkar Gamlin on Thursday.
Major contributors were Chief Minister Pema Khandu (Rs.20 lakh), Union Minister of State for Home Affairs Kiren Rijiju (Rs.10 lakh) and MLA Gamlin (Rs. 3.7 lakh).
West Siang Unit of Galo Welfare Society President Dr. Nyage Geyi also handed over Rs. 58,100. The Departmental Heads also made some cash contribution. Clothes were distributed among the affected families by Galo Ane of Aalo.
Addressing a small gathering at fire incident site, Gamlin stressed on avoiding combustible house construction materials and keeping sufficient space between houses to contain such mishap in future. He also advised the villagers to keep space for entry of fire tender in every sector and colony.
He assured to look into construction of a RCC Community Dere for the village.
He informed the villagers that the Chief Minister was supposed to come but he could not due to inclement weather.
Gamlin appealed to all to come forward and help the affected people in this hour of crisis.

Law should be applied equally to all: ACS

Farmers trained on pest and disease management
ITANAGAR, Aug 3: Krishi Vigyan Kendra (KVK), Anjaw trained the farmers of its adopted village Tafraliang on management of pest and diseases that affects Large Cardamom.
The Subject Matter Specialist in Plant Protection detailed the farmers about integrated pest and integrated disease management practices. The SMS, however, advised the farmers to adopt preventive measures, like selection of disease free planting materials, proper site selection and control of viral vector.
Altogether 30 farmers including rural youth and women participated in the training programme.
KVK Tawang also conducted similar programme for the farmers at Khinmey village.
Apart from management of pest and diseases in crops, the farmers were also imparted knowledge on value addition of plum.

Hundreds benefit from med camp
ITANAGAR, Aug 3: A total of 104 people benefitted from a Lower Subansiri District Health Society conducted mobile medical unit MMU camp at Ambam village under PHC Pistana on Wednesday last.
During the camp, a team of medical officers comprising of DFWO, Dr. Derin Likar, PHC Pistana MO, Dr. Hage Tado, Yachuli MO Dr. Tana Tath and other medical staff conducted general check up and carried out tests. Four children were also immunized.

Politics is heating up over raid of IT department at multiple premises linked to Karnataka Energy Minister D K Shivakumar and his associates in connection with a case of alleged tax evasion. Reportedly rupees 11 crore has been seized from the raid. The action of IT department seizing huge chunk of cash is appreciable. More such raid should be conducted against corrupt people whether they may be politician, businessmen, bureaucrats, etc. However the timing of raid has been questioned by the opposition parties. Majority of Congress MLAs from Gujarat is currently camping at Bangalore and is being personally looked after by Karnataka Energy Minister D K Shivakumar.
Opposition Congress alleged that ruling BJP is using IT department to target its leader. Parties like RJD have also accused ruling establishment of using agencies like CBI, IT department to harass its leaders. BJP has always prided itself for being different from Congress but day by day increasingly it is becoming like other side of Congress party. For years during its rule Congress used CBI and other agencies to target rival parties and its leader. Situation was so bad that opposition parties used to call CBI as Congress Bureau of Investigation. It is unfortunate that BJP is using same trick by unleashing CBI and other agencies on its rival. People's trust on these agencies will lose because of such incident. Govt of India should learn from US and free up bodies like CBI and IT department from the clutches of government. In US, agencies like FBI and department of homeland security functions independently. Unless greater autonomy is given to bodies like CBI, IT department, etc they will never function independently and will not serve the purpose of their existence.

No to malpractices in recruitment process
Dear Editor,
Through Arunachal times, I would like to give two suggestions to our CM and Joint Core Committee (JCC) of various civil engineer organisations, to amicably resolve the RWD JE exam controversy:
CM should ask APPSC to conduct JE exam within 1 month by keeping recruitment process of all the other exams at standby mode. This exam could be a turning point in the history of recruitment drive in Arunachal. If this exam is conducted within one month, JCC's demand could be fulfilled and future of recruitment drive would be just and transparent. Meantime, aspirants of other exams and APPSC should make minor adjustment to bring transparency and accountability in the recruitment process.
Second option is, CM should ask APPSC to give one time age relaxation to all the JE aspirants. But this age relaxation should be given only for this exam and to those aspirants against who admit card was issued. This would give APPSC breathing space to conduct exam as per need of hour.
If above points are taken into account, the JE exam controversy can be amicably resolved. But it is matter of surprise that demands of JCC didn’t cover above points. They wanted only RWD to conduct the exam by giving some ridiculous reasons.
Therefore, I urge all not to fall for ridiculous demands of JCC and stay united to bring culture of transparency and accountability in the recruitment process.
Further members of JCC are requested to refrain from indulging in petty and shameful act.
Instead, they should demand above two points that I have suggested to CM and concentrate on their studies.
Meanwhile, I request all the "silent" unemployed youths to supports our CM in his bold decision to change the future of recruitment process in Arunachal. Silence of many aspirants may discourage our CM. It is time to stay united to defy any undemocratic movements of JCC and time to say no to malpractices in recruitment process.

Honestly, this demand is bringing much harm. We all know how corrupt practices are
utilised when departments conducts any exams and we fear this demand is also entering
the ever existing vicious cycle-
It gives us much pain to see how the great think-
Many aspiring candidates are not staying in and around Capital Complex and are busy taking coaching in cities like Delhi, Hyderabad, to name a few and such short notice of conducting exams within a week or so can trouble them as well.
We would like to ask these associations, a question the other way round-
Where were they when the department released the JE advertisements in spite of knowing the cabinet decision of conducting such posts by APPSC?
Why didn’t they protest then?
We would also blame the govt which was not strict enough leading to such consequences.
We too are aspiring, desperate candidates for such posts and having been tortured by mal practices involved in the departmental exams for long time, we would like to request the associations to please let the APPSC conduct such exams since we see it as only our last hope of achieving something through our academic skills and talent and extend a helping hand to the government.
While it's also a request to the Arunachal Government to please look upon their demand and raise the upper age limit as has been mentioned and maintain full transparency, let the deserving candidates get the jobs.

Combined JE exam notification
Dear Editor,
Through the column of your esteem daily, I would like to draw the kind attention of the APPSC to issue junior engineer (JE) exam notification at the earliest as our young and dynamic CM has already instructed JE exam to be conducted through APPSC.
APPSC should obtain all the JE vacancies from all engineering department, issue notification and conduct the exam at one go.
Aspirants should also have a little more patience as APPSC will conduct the entire JE exam of all engineering department at one go which will save time and energy, instead of appearing JE exam separately for different departments which is time consuming and energy wasting.
Therefore, I request APPSC once again to issue JE exam notification at the earliest and conduct the exam soon.
